Methodology. The inventory lists unique INCI ingredient names extracted from product labels in the Open Beauty Facts database (beauty.parquet export, 77,329 products; accessed October 2026), quality-filtered for legibility. Banned in the EU flags were matched against the 1,658-entry prohibited-substances list (Annex II) of EU Regulation (EC) No 1223/2009, extracted from the official regulation text (2024 revision; lilial added per its March 2022 EU prohibition, verified separately). Banned in the US reflects the FDA's prohibited and restricted cosmetic ingredients (21 CFR 700.11–700.35, 250.250). Banned in CA reflects California AB 2762, the Toxic-Free Cosmetics Act (effective January 2025). This is a neutral transparency list — flags reflect regulator action only, not Consumer Rising verdicts. General information only — not medical advice. Last updated October 2026.
